Cell phones, cigarettes and drivers

Yes, I have my cell phone in my car. Yes, on rare occasions I will drive and talk on the phone -- for about a minute. I am not a cell phone violator. I generally pull over to talk. No, I don't smoke. This morning while driving on Route 29 a woman driver stopped at a light had the perfect storm -- cell phone, cigarette and not paying attention. Before I knew what hit me, she hit me. She gets out of the car, asks if I am OK and then tells me nothing happened to my car. I got out and checked -- she was right. Luckily. Can someone please, please introduce a law that says you can't drive and talk on your cell phone? How many accidents do we need? Driving on Route 29, 322 and 202 along with 422 I can't count the numbers of cell phone violators. They drive too fast, or worse, they drive too slow. They drift in and out of their lanes and more. I can't stand it any more...
