The Board of Supervisors had just created a Police Department and one of the first Officers hired was Claude Frisbie, a two-year veteran of the Tredyffrin Township PD. In January 2009, he celebrated 35 years with the Police Department.<br /><br />Following two tours in Vietnam with the US Army 101 st Airborne Division, Claude returned to the US to pursue a career in law enforcement. He saw the offer to work in West Whiteland Township as an opportunity to play a leading role in the creation of a new Police Department with great potential. From 1974 through 1988, “Friz” served as a patrol Officer. He was promoted to the rank of Sergeant in 1988 and led a patrol team until being promoted to Lieutenant in 1999.<br /><br />This promotion placed Lieutenant Frisbie in charge of the entire Patrol Division; directing operations, coordinating training, and providing scheduling for four patrol teams. One of his first initiatives was the creation of a Traffic Unit to address the substantial traffic issues in the Township and to better serve its citizens.<br /><br />On this important anniversary, we salute Lieutenant Claude Frisbie for his accomplishments with the Police Department and for his service to the citizens of West Whiteland Township .<br /><br /><strong>Officer Matt Herkner Promoted</strong><br /><br />Officer Matt Herkner was promoted to the rank of Sergeant by the Board of Supervisors in January. “Sergeant Herkner” earned top ranking after an internal promotional exam process and will now lead and supervise a patrol team.<br /><br />After joining WWPD in 1996, Sergeant Herkner served as a patrol Officer. In 1999, he became the Police Department’s first K9 Officer. He and his four-legged partner, Beny , performed an array of Police services, to include drug searches, suspect tracking, building searches, and missing persons searches. The Department has received much praise and thanks for the critical services Matt and Beny have provided to West Whiteland Township and to neighboring municipalities.<br /><br />Throughout his career in West Whiteland, Sergeant Herkner has earned numerous commendations for performance above and beyond the call of duty. Doug O'Connor retires from the state police today after serving for 20 years.<br /><br />O'Connor has served as lieutenant at the Embreeville station in West Bradford since April 2008. O'Connor said he is looking forward to spending more time with his family.<br /><br />A native of Upper Darby, Delaware County, O’Connor enlisted in the State Police in 1988. Following his training at the State Police Academy in Hershey, he was assigned to Troop J, Avondale.<br /><br />As he progressed through the ranks, O’Connor also served at Troop K, Skippack. He was promoted to corporal in 1993 and to sergeant in 2003.<br /><br />O’Connor served in the U.S. Air Force from 1979 to 1988.<br /><br />Sgt. Pawlowski. "The color blue is symbolic of peace. Chapman, of Coatesville, faces guns, drugs and animal cruelty charges after police raided his home last month. The startling information surrounding the case is his alleged admission to cutting a dog up with a chain saw after police found a mutilated dog in a trash bag in Chapman's home.<br /><br />A Tredyffrin district judge set Chapman's bail for $5,000 at the on-call weekend arraignment. Then when the case was forwarded to Magisterial District Judge Robert Davis in Coatesville, Davis increased his bail to $100,000. The cameras, according to Chief Matthews, would monitor activity on the street.<br /><br />"They give the police department eyes on the street," Matthews said at Monday's City Council meeting. "These are very public and designed to deter crime and aid us when there is street crime."<br /><br />The department is also looking to purchase two new Dodge Charger police cruisers. At the time she said he was wearing blue jeans, black Converse sneakers and possibly a red and white hooded sweatshirt. Mann wants Pennsylvanians to remember to change the batteries in their smoke alarms and to test the units when they turn their clocks back one hour this weekend.<br /><br />“Autumn is a good time to make sure that your alarms are working properly because, as the weather gets colder, many people start using fireplaces and other supplemental sources of heat, which, if not used safely and correctly, present a potential fire hazard,” Mann said. “When you change your clocks in the fall and in the spring, smoke alarm batteries need to be replaced.” <br /><br />When turning clocks back, homeowners should replace the batteries in each smoke alarm and test the alarm to ensure that it is working properly. Smoke alarms should be installed on every level of your home, especially inside each bedroom and near sleeping areas.<br /><br />Mann said any smoke alarm more than 10 years old should be replaced, even if it seems to work properly. The useful life of a smoke detector is usually 10 years.<br /><br />After making sure smoke alarms function properly, Mann said families should create and practice a home fire escape plan. Each member of the household should be able to identify more than one way to get out of the home and a meeting place away from the home, such as a neighbor’s porch or a telephone pole across the street, so that each person can be accounted for in an emergency.<br /><br />Since January, 132 people have died in residential fires in Pennsylvania.<br /><br />More information about fire prevention and safety is available online at <a href="http://www.readypa.org/">www.ReadyPA.org</a>. The initiative will be executed in 2008 and 2009 and target aggressive drivers, speeding, DUI, improper passing and commercial vehicle violations.<br /><br />In West Vincent, over the past year, the department said serious accidents fell 32 percent.
