Penguin's promises
Officials from Penguin Real Estate Investors were back before the Coatesville Redevelopment Authority on Tuesday evening, pitching their plan to redevelop the Flats with a mix residential and commercial buildings.
Two power companies, LS Power and FPL Energy, are separately vying for the 26-acre land, too. They would use the space to construct a natural gas-fired electricity generating facility.

McNeil has to up his offer if he wants the flats, 2 million is a BIG difference from 10 million. And also it has to be an "as is" sale, no refund later if it costs too much to clean up. I never got a refund from any property I bought if I decided I didn't like it later.
Discussion at RDA meeting, February 19, 2008
City Councilman Ed Simpson at citizens comments; “The reason I’m here is, one of the things that I’m trying to figure out, when we started negotiating with the power companies and who started negotiating, with them”
RDA Member, Ms.Regina Horton; “I can tell you that the RDA did not negotiate with the power company nor did we authorize negotiations with the power company.”
Ed Simpson, “But you guys do own the property?
RDA Chairman Mr. Joseph Discullio, Yes
Ed Simpson, “So as far as you guys are concerned there is no offer from the power companies since they never negotiated with you nor your solicitor.”
Ms. Horton, “Again, going back to my statement before, because we have to make a joint decision with City Council to move forward.”
Mr. Simpson, “Right”
Ms. Horton, “We are trying to come together with City Council”
Mr. Simpson, “Right”
Ms. Horton, “so we can understand the offer that the offer that they have are reacting to and all the options that have come out of the woodwork at this point.”
Mr. Simpson, I guess what I am a little confused with is that we are being told that the RDA is negotiating with the power companies.
Ms. Horton, “We never had a lead position in negotiations with the power companies.”
Mr. Discullio, “Mr. Simpson, you are on City Council.”
Mr. Simpson, “Yes”
Mr. Discullio, “As you know, Mr. Walker wears two hats, being City Manager and RDA Director. I will say this, as far as negotiations with the power company; I was stunned to find out that the City Solicitor and Mr. Walker and had been talking to the power company and (RDA solicitor) Mr. O’Donnell was not invited to participate in that. That was eye opening to me”.
Mr. Simpson, “I will take that up with council because as far as I am concerned, I don’t think. that the city.” Cut off by Coatesville City Solicitor Andrew Lehr from the audience
Mr. Lehr; “I never said that”
Mr. Discullio, “Excuse me Mr. Lehr; it is factual because you said it. I got it right from you.”
Walker, “I never talked to anybody from any power company, in my office”.
Mr. Discullio, “Mr. Lehr, told me, told me, that you and he had serious discussions with the power company.”
Campos, “What was the, the issue, the act of doing something or just bringing information up to up front and we don’t like the information, That’s what I’m trying to figure out. I know the negative aura about the power company but I don’t, I’m not supporting you know the action of any individuals or bringing stuff up forward, we don’t like it we reject it. It’s hard to say, you know”
Mr. Simpson, “The reason I’m asking Mr. Campos is, I just want to be assured that none of the city funds have been expended for this negotiation prior to you guys (the RDA); because it’s your property. You guys are in control of it and you guys should be the ones negotiating, and talking to the power plant officials.”
Mr. Discullio, “I understand your concern your concern, Mr. Simpson, but remember at this point the city is assisting the RDA considerably.
Mr. Simpson, “And I understand that, but at some point the Council should have been appraised, prior to any negotiations with the power company.”
Mr. Discullio, “I see the direction you are headed. The important thing is we need to get the city council, you included, and us, the RDA together as Regina suggested. Let’s all of us look at this thing and make an evaluation and move forward. Throwing stones isn’t going to help anybody, we want to move forward.”
Ed Simpson, “City Council has never been asked for an approval from Penguin. We have never been asked to approve that. It has never been on our agenda…we have never…. whether they come to the administration and say please put me on the agenda or the RDA goes to Mr. Walker and says please put this on the agenda. That’s where we gotta start because if one of the two doesn’t do it, we are going to go through this whole thing again and I guarantee it’s not going to be the next meeting.”
Oh, so now the city council and the RDA are throwing rocks at each other, I didn't realize it came down to "who started talking to the power companies first". I'm pretty sure it was Walker who spoke to them first, and they approached him. Ed is right, council has never been asked, YET to vote on Mcneil's offer. Let's see if that is on the agenda for next monday night.
There is never any comunication, they just do what ever they want illegal or not and no one seems to care.
Yeah, you are right on that point. That's because there is no one over them that they have to answer to.
You know what they say about giving someone enough rope to hang themselves. Just let it go. Sooner or later the State and Feds will be all over this town with corruption charges and proof of kickbacks. Kind of difficult to get rid of the criminal activity when you're involved in criminal activity yourself. Walker & Co. will see the light before this is over. I'm sure of it.
Can anyone update the blog on what happened at the city council meeting last night? I read that several officers were sworn in (which is great). However just interested if any updates on the Flats? Thanks.
