After local, county and state officials raised concerns, it appears there will be no police layoffs

Let’s Continue The Dialogue

Dear Residents of Coatesville

I am communicating my views in writing so that you can make up their own minds about our direction without interpretation. I am pleased that my article has started people talking about how to solve the drug problem. Although I disagree with those who believe only the police should get involved, I think it is important that different points of view are heard. I believe that all people of good will want the city to succeed.

The police are and always will be at the center of the combating the drug problem. Unlike other community-based organizations we have the power of arrest and I will use it. There will be no free ride for drug dealers. However, we also have other powers at our disposal, such as the power to mobilize the community around public safety issues. When the police are on the front line, the community must stand right behind them with other resources. The drug problem is a complex issue that requires more than one resource and approach. We must develop a consensus on a unitized strategy. What other agency of government is in a better position than the police to mobilize a coalition of concerned citizens, organizations and institutions around public safety issues.

I can assure the citizens of Coatesville, and the county at large, that I will continue to reach out and develop partnerships. We will also continue to apprehend drug dealers and their leaders because that is a law enforcement responsibility that we all take very seriously. Currently, I am nearing the completion of a reorganization plan designed to maximize our efforts to address the sale of drugs while enhancing public trust and involvement. And, after a careful review of all our alternatives (during this budget crisis) I have offered my views and recommendations to our administration concerning the organizational and public safety impact of reducing the number of police officers. All of us realize that public safety is government’s primary responsibility. “No police officers will be laid off.”

I want our residents, friends and critics to understand that no matter how many police officers we hire, only a unified community working with the police can address the drug culture and divert young people from the drug dealer’s life style. I have visited large and small communities all over the country and witnessed first hand the power of collaborative partnerships that address important public safety issue(s) and solve or resolve them. The city of Coatesville and surrounding areas can achieve this kind of success as well. During the short period I have been here I have met residents who are getting involved and many more who want to. And no matter what critics say, that’s a good thing. “People who do make a difference.”

William H Matthews
Chief of Police

Let's see if the reorganization plan still includes getting rid of the detectives and drug unit.

I will also be interested to see if Legree gets offered a position. That would be a travesty considering his questionable past.

Also, while I understand Matthews point that "it takes a village," this should not mean that the police stop doing what they have been doing. I agree that the City, state and county should rally to stop the underlying causes of drug use.

That being said, it is not the Police departments job to spearhead that effort. They may join the effort and assist the effort, but should they really be organizing the effort.

Further, I think Matthews statements show his lack of knowledge of being a police officer, as evidenced by his background.

Mr. Matthews, I've lived here for a long time and see your statements as fluff.

Will you gut the drug unit?

Will you lay off our good lieutenants?

Did you meet with Richard Legree Sr.?

Criminal businessmen will smile at you and make you think they are good guys. YOU should know that.

Look at the paper. Legrees son was doing drug transactions from his father's house while already on house arrest.

Add it up quick or be considered part of the problem.

You have signed on with an administration hired by this block of 4, and have completely compromised your integrity in the minds of most people in this town and area just by doing so. But then to take part in this ruse of laying off officers... This is unforgivable.

As it stands, I have no respect for you as police chief and do not recognize you as such.

No part of his "reorganization" plan should call for a force reduction. Stop writing me letters that tell me nothing and let's hear what you have in store for Coatesville.

AAhhHHH,

The power of the blog! Jennifer, I believe the blog actually saved 20% of the Coatesville Police Force.
Great Job to everyone that took the time to speak out.

The fact that this new police chief even considered removing some police officers is a travesty. What's even worse is that he has considered hiring a man with a questionable past, whose son has just been arrested for drugs.

This city needs to be rescued.

Hey does Mr. Matthews have to live within the city limits with this new job of his?

No Police layoffs? For now he means. City Manager Walker has stated no layoffs for the summer months only. Thats his only guarantee. As far as Police Partnerships go I thought shop with a cop, drug court, the youth aid panel, Pal and mentoring with school students were partnerships and they have been in place before you got here Mr.Matthews.

Why is it that there is still a great deal of skepticism towards Mr. Matthews? Might I suggest that it could be because his very first administrative move was to more that suggest cutting the police force. NOt a surprise based on the rumors even before he took office. Guess the puppet master(s) figured they better quiet things down a bit and have Matthews retrack his decision to layoff police. My bet is there will be another plan to cripple the force, but not as obvious or as aggresive as the first go-round. I DO NOT trust any of the current administration, including Matthews. Just another puppet in the Punch & Judy Puppet show. No backbones of their own.

You destroyed any chances of good dialoge from good people. Your first move represented an "I don't give a damn attitude" about good or bad, right or wrong. You just did your best to follow the plan of the Walker clan. How many stupid people are in this world 'cause it seems like we have a large portion of them in City Hall - lucky us.
