Now that this young policeman is laid to rest, hopefully someone will get to the bottom of why his killer was roaming the street instead of being caged like the animal he is.

In 1997 Scruggs plead guilty to robbery and got 5 to 10 years. At the same time he plead to carrying a firearm (which he apparently used in his robbery spree) and got "NO FURTHER PENALTY" for that charge. There were over 30 other charges including 4 other robbery charges that were not prosecuted by the DA's office. This is only one case of his from that year.
He should still be in jail from that case. He should have been in jail when he killed a policeman. The system is broken and a young policeman died because of it. We should all be angry that the system freed the killer of John Pawlowski before he could meet his unborn child, instead of keeping him in jail where he belongs.
I'm not convinced that it's judges alone at fault here. Better gun control laws are necessary - yet the state won't listen and C. Scott files lawsuits when a law is put forth from City Hall. The city has a good mayor and, in my opinion, the best police commissioner in ages - yet we cannot give them the proper tools.
Seven Philadelphia Police Officers have died in the line of duty in the last four years - five of them by gunfire. Without giving them the backup they need in better gun control laws and stiffer penalties for repeat offendors - whats preventing us from hearing about tragedy #8, #9 and so on? I have too many family members in the police to look the other way.
The guy who shot John Pawlowski was charged with a gun crime. They did not give him any further penalty because he plead guilty to Robbing someone with that gun. He should be in jail right now for that robbery/gun charge. Instead some Judge let him out and he killed a Policeman.
Why do we need another gun law that won't get enforced?
You ask for more laws with stiffer penalties when they don't use the ones we have already.
