the arguements sound a lot like Philadelphia. Their parks department fiasco sounds like Philadelphia troubles with the BRT and PPA. The Hetch Hetchy water system fiasco sounds like the regular bi-annual corruption findings at PGW. Philadelphia may not have the same non-profit issues, but they do have pay-to-play, the DROP system, and a city council hell bent on their own security over their constituents. Failing transit system? Sounds familiar. Unions? Yeah...
The only difference between San Fran and Phila is that Phila has a Mayor who's not a big pro-union guy and a police commissioner who may be the best in the country.
