Coatesville Police Chief William Matthews’ announced last week the department will implement stop-and-frisk procedures in the city's high-crime areas.

Police officers can legally pat down a person if officers reasonably believe a person is involved in a criminal activity at the moment, if the officers believe their safety is in danger and if the officers believe a person has a weapon, according to Chester County District Attorney Joseph Carroll.Do you agree with this new tactic to fight crime?Matthews said Thursday some residents may be concerned with the department’s new approach. But he stressed officers will frisk in a proper fashion consistent with their rights.
“I certainly want them to know we’re going to be very careful,” Matthews said. “We’re also going to take into consideration civil rights. We recognize their trust in us is at risk every time we use this technique, and we will use it appropriately.”

We must do all that we can to rid the streets and our city of the crimnals who are taking over and are ruining our quility of life.
Yes! frisk them. I work at a store and I have seen some "things" accidentally fall out of people's pockets when they reach in for their money. It's not good.
Frisk them before they shoot you officers, assume everyone is involved in a criminal activity at all times. Don't you watsh the news.
Want to really rid the city of criminals? People need to start taking back their streets with or without the police. Show these fools that we're not afraid of them and we aren't going to take it. Beat the living hell out of them. They'll get the message. I know it sounds radical but apparently these animals don't fear the police or they wouldn't be so brazenly open with their criminal activities.
Frisking? I guess the police should give them lollypops too. We need police of the NYC and Philly mold who won't take crap. Most of all we need city officials (police, chief and administrators) who actually live in the city. Then they would have a vested interest in making Coatesville safe for their families.
Ehhh, I think you would have a problem with your idea in Coatesville. most young boys today in C-ville over 16 have a gun or a knife on them. After you beat the first one 10 of them would be around to beat you next. We have to stay within the boundaries of the law.
Boundaries of the law? The law isn't doing too well protecting it's citizens or else random frisks wouldn't be necessary. If the CPD can't handle the job then maybe it's time to ask the state for some help. If they still can't get a handle on things then bring in the Feds. Seems to me the city is more worried about image instead of protecting it's citizens. People have a right to live in peace. Redevelopment, new businesses and new recreation are all just a pipedream as long as people don't feel safe.

So - here I am driving down route 30 biz last night - heading west on my way to meet a friend for dinner - seat belt on, going the speed limit, when the next thing I know - I'm being pulled over by one of the (what are we down to three patrolmen at any given time) Coatesville police pull me over for allegedly running a red light. Now - I'll give you - it was amber and the chances are I was in the wrong, but as I sat there - waiting for the officer to generate revenue with someone who hasn't had a moving violation in more than a decade I started thinking.
I thought about that little girl who was recently beaten with a wrench by a girl gang. (The second patrol car drove by)
I thought about how in the 4th ward over the last 5 or 6 months probably 7 out of every 10 property owners has had their property spray painted; I was hit in the early fall. (the third patrol car drove by)
I thought about how I live next door to a property that was actively dealing drugs since the day I moved in and how just last week as I was doing dishes - I looked out my kitchen window and saw 2 separate drug deals take place not 10 yards from my sink. . . and I no longer cared about points. I no longer cared about whether the light was amber or red. . . cause all I could see was red.
All I could focus on was the fact that here we are facing a wave of girl gangs, graffiti artists and drug dealers and the chief of police has our incredibly limited police force relegated to traffic cops!?
One of my neighbors recently had to chase away a prostitute doing tricks in his alley on his own (only to have that problem be replaced with a drug dealing problem). I finally solved my neighbor/dealer problem by calling the owner of the building who evicted the tenant after my three calls to the narcotics office went unanswered. And I had to chase away my own drug dealers with a flash light and a camera. . . and here our limited officers are having their hands further tied doing traffic duty.
I am not angry with the officer. In fact – I admire their character. It’s a testament to their will that even get out of bed and come to work every day. We should be shaking their hands and thanking them every time we see one. But I sure as heck wonder what is going through the police chief’s mind when he sets the cops to monitor Biz 30.
Does he think this is where the crime is happening? Under the street lamps in plain view of everyone?
And as I continued down 30 - I saw another traveler pulled over down by Luken's steel - officer(s) writing a ticket - and as I turned onto 82 South....saw a guy approach a car - saw a small bag be dropped into the car - the cupped handshake of a monetary exchange and the guy drove off.
Hats off to the chief of police for keeping our streets safe from motorists!

You are unfortunatley correct, but as some know it is the drug dealers who put the block 4 and company in there and they got rid of anyone who opposed them. They will come to ruin for it someday.
to 4th ward:It's a sad world we live in and living in Coatesville is sad indeed.
Oh - after I posted my blog last night - I went to do dishes and darned if a guy didn't walk by my kitchen window smoking a JOINT! But of course, by the time I finally got through to the dispatch - he was LONG gone.
I think citizen involvement is the best way to aid our limited police force, but the structure of the system needs to be updated too. We can't help them if they don't remove the technology road blocks in place that make it so difficult to get to them in the first place.
4th Ward, when you dial the Coatesville Police if you dial 0 after the answering system kicks in it should take you right in. If that doesn't work keep hitting the 0.
Does anyone know what happened yesterday on my street? (Coates St.)
I was outside my house when this car came down the st at about 80mph with 3 police cars chasing it.The car tried to make the turn onto black horse hill rd but hit the telephone pole head on. As I ran to the car which was flipped onto it's roof the guy climbed out the pass side window and took off running. The cops started chasing him with guns drawn. He took off down over the train tracks. I'm not sure if they caught him or why they were chasing him. Does anyone know? I'm just glad no one was on black horse because they would have been killed.
That story was in Monday's DLN. The young man did not stop when the police waved him over. A big no-no. So they went on a high speed chase and he got away. apparently he had no license or had a gun or drugs on him. A law abiding citizen would have stopped if they didn't have anything to hide. Yes it is lucky that a innocent person was not killed in that drama! First warm day of 2008 and look what happens!
