Council approves 2010 preliminary budget on Nov. 24
City Council approved the 2010 preliminary budget at Monday's meeting. City administration is projecting the budget to be about $8.7 million.
The budget includes a tax decrease of about 10 percent in mills based on reassessments done by the county. City Manager Harry Walker said next year's budget includes the lowest amount of expenditures since 2004.
In all, City Finance Manager Stacy Bjorhus said the 2010 budget is going to be balanced.
In past budget discussions, such as 2009, City Council was told it would have a balanced budget, but then months later Walker came back to council requesting money from the reserve trust fund.
Now that the city has a new finance director, do you think next year's budget has a better chance of staying balanced?

Ii would be bettter that the income tax be lowered. The property taxes are mostly paid by non resident landlords. Many of the city residents don't have income qualifying for the EIT (social security & welfare for example). A lower EIT would be more of an incentive for working people to move into the city. This wouldn't affect most of the city employees; most of them neither live here, so they don't pay real estate or income taxes to the city.
Also, it would help to have trash collection included in the real estate taxes (even if they had to be raised). This would promote owner occupancy in the city. Real estate taxes can be claimed as an exemption on federal income tax; trash fees cannot.
It would be nice if the city government would think of the best for the city. It doesn't seem they care about the people who live here.

Lowering taxes when we are in a financial nightmare is just plain stupid. Council should take a long hard look at this budget; and, reconsider. Leave the taxes alone; and, pay back the Trust Fund with any thing that's left over. Every proposed budget since the block of 4 has missed the mark badly. Start thinking Council if your going to lower any taxes it should be the EIT
I agree with most of the posts here. Lower the EIT, figure out a way that the trash bill can become part of the property taxes. Don't do me the favor of lowering my property taxes. Where is there any consideration for those of us that work hard to own the homes we live in? My job has frozen our raises, I've been looking for a part time job for months with no luck. Give me back 1.5% of the money I earn.
