Before you put anything else downtown you need to put some PARKING there. There is NO PLACE to park. In the age of malls and more malls, people are not going to drive around looking for a parking space just to window shop. Right now there is NOTHING downtown to stop and shop for unless you are specifically looking for those one or two things the downtown offers- and honey that doesn't bring in enough to pay anyone's rent down there.
A Trader Joe's or a small Whole Foods would be great on the steel site...surrounded by PARKING!

I just had breakfast at Irish Joe's for the first time since the Val closed. The food was great and the prices were close to the Val's. If you go early enough you can find parking. They aren't open all night but the do open early at 6am according to the owner.

We need AFFORDABLE retail. Since there is no place for out-of-towners to park, we need to offer something to draw in people within walking distance- a practical place among the fluff.
