To the person who asked if there was a surplus when George Bush Jr. took over. Yes, there was a surplus. Here is why, Clinton got rid of most of the military and that is the reason we ended up with a surplus. When 9/11 and Iraq happened they had to buy a bunch of new weapons and supplies and train new troops. Basically you can blame Clinton for the long term war.
