Ed, I work for the New Jersey Department of Corrections. They are furloughing state employees and yet the department has decided to reinstitute the tuition refund policy. We are going to pay a whole bunch of upper-class people to get their master’s and Ph.D degrees while we lay off all the lower class people. I have a feeling something is not right with that.
